We are pleased to present the 2026 publication Mobilizing Green Investment in Czech Republic, Hungary, Poland, Slovak Republic, Montenegro and Moldova, one of the key results of the project “Mobilizing Green Investment: Visegrad Group – Montenegro – Moldova”, supported by the International Visegrad Fund. The publication is issued by the Montenegrin Pan-European Union and brings together research from six participating countries.
The study explores policy frameworks, financial mechanisms, institutional arrangements and practical experience in mobilising green investment across four EU Member States – Czechia, Hungary, Poland and Slovakia – and two EU candidate countries – Montenegro and Moldova. Its aim is to identify transferable lessons and policy recommendations that can support Montenegro and Moldova in accelerating their green transition and advancing alignment with EU environmental and climate objectives.
One of the central conclusions is clear: mobilising green investment is not simply about increasing financial resources.
The experience of the Visegrad countries demonstrates that successful green transitions require a combination of strategic vision, predictable regulation, strong institutions, effective project preparation, reliable data, and the capacity to mobilise private capital alongside public funding.
For Montenegro and Moldova, the next stage is increasingly about implementation capacity, investment-ready projects, sustainable finance frameworks and absorption capacity. EU accession can serve as a powerful catalyst for green investment, economic modernisation, energy security and climate resilience.
The broader message of the research is equally important:
Green investment is not only an environmental objective. It is a strategic instrument for strengthening competitiveness, resilience, social cohesion and European integration.
The project itself is built around knowledge transfer from the Visegrad Group to Montenegro and Moldova and brings together six partner organisations from Central Europe, the Western Balkans and the Eastern Partnership region.
