“After the referendum, the former Montenegro was full of enthusiasm and desire to prove and show statehood, often inexperienced in international appearances, with insufficient administrative capacity to present many processes, but with great motivation for great things. It was a period of setting the outline of the state, defining the direction of internal development and strategic commitment at the international level. Today’s Montenegro is facing a different challenge, based on 2006, it is now necessary to create overall growth and development, bring real changes in society, get out of the famous transition process and establish a high standard, European values and social cohesion. ”
